Vulkan: A new low level graphics API

A few weeks ago at the Game Developers Conference (GDC) 2015, Khronos announced a new graphics API called Vulkan targeting close to the metal developers in the same way as AMD's Mantle, Apple's Metal and Microsoft's DX12.
